GGi’s provider collaboratives maturity matrix helps system leaders understand how their collaborative is performing today — and what steps will move it towards excellence.

It provides a clear, evidence-based framework for assessing maturity, strengthening relationships, and accelerating impact.

What the matrix covers

The matrix sets out five progressive levels of maturity—Emergent, Developing, Maturing, Mature, and Exemplar—across seven key dimensions of collaborative working:

  • Purpose and governance – clarity of vision, structure and accountability
  • Transformation and delivery – planning and executing system-wide change
  • Population health management – using insight to address inequality and improve outcomes
  • System working and leadership – alignment between providers, places and the wider system
  • Communication and engagement – connecting meaningfully with patients, partners and communities
  • Stewardship of resources – achieving value and sustainability through shared responsibility
  • Risk – managing uncertainty and enabling innovation safely

Each level describes what good looks like — from initial collaboration to system-leading excellence.
