Biography

Tosca is an experienced executive director with a demonstrated history of working in the hospital & health care industry. Since April 2022, she is the chief of staff at South East London ICB.

From February 2021 to April 2022, Tosca was the delivery director for equality and health inequalities and intensive support with NHS England and NHS Improvement – East of England Region, and the chair for Show Racism the Red Card, an organisation that advances the education of the public, in particular young people, by harnessing the high profile of professional football and the position of professional footballers as role models, in order to work towards the elimination of racial discrimination both in football and society in general.

Before taking up the NHS regional role, she was assistant chief executive at North Staffordshire Combined NHS Trust. Tosca is a highly experienced executive and has held a number of board-level positions in the NHS.

She has spent most of her NHS career leading on major governance organisational restructuring projects for challenged trusts, including taking a Keogh trust out of special measures and the merger by acquisition of Burton and Derby hospitals, for which the governance team was subsequently awarded a prestigious award by the Chartered Institute of Company Secretaries (ICSA).

As chair of Show Racism the Red Card, Tosca leads the organisation in setting the vision, developing the strategy, and ensuring that there is appropriate board composition in place to act in the best interest of the charity.
