Biography
Mark is a health services manager with 35 years’ international experience of health system strengthening at national, regional and local levels.
He has worked for the NHS, NHS Overseas, UK Department of Health, Bupa Group and The World Bank Group. He also has a decade of experience as a consultant to The World Bank Group and the World Health Organisation.
Mark consults mostly on the topics of health financing, hospital corporatisation, public-private partnership and, more recently, system and institutional governance. Mark is also a non-executive director of Trasna, an Irish company that helps EU citizens make use of the European Directive on Cross Border Healthcare. Mark has worked on extended assignments in systems as diverse as Russia, Iran, China, India, Ghana and Australia as well as in the UK and a range of EU countries.
Between 2017 and 2019 Mark was closely involved in the development of a health sector transformation strategy for the Kingdom of Saudi Arabia. In 2020 he worked on two projects for WHO EMRO advising the Federal Ministry of Health of the transitional Government of Sudan on the development of an essential benefit package and provider payment mechanisms to protect and advance universal healthcare coverage.
