Biography

Julie has an extensive background as a senior leader in the NHS for over 40 years, working at Chief Executive and Director level for 20 of those years across Health Authorities, PCGs, PCTs and nationally.

In 2012 she led the creation of NHS Clinical Commissioners (NHSCC) and became its founding Chief Executive, until she retired from that role at the end of June 2020. Through that role she developed robust working relationships across the ‘top of the office’ of the NHS, the DHSC, the LGA and many other national organisations that clinical commissioners need to work with, always ensuring that NHSCC was always member led and member driven.

Throughout her career Julie has worked with colleagues across health and care and has been a great advocate of an integrated and collaborative approach to health and care delivery. During her 8 years with NHSCC she developed and supported many joint initiatives between NHSCC, the LGA and many other national organisations. NHSCC, through Julie’s leadership successfully influenced the policy and governance framework for clinical commissioning including the move towards more strategic commissioning and latterly ICSs. Julie also led the NHSCC portfolio on medicines and successfully worked with senior colleagues at DHSC and NHSE to helped support the delivery of many medicines optimisation activities resulting in £ms of savings to the NHS during her 8 years with NHSCC. She is now a non-executive Director with PrescQIPP CIC.

She has a Masters in Health Policy and Management and has always been passionate about using her roles to be able to support improved health and care outcomes and experience for patients, and populations either directly or indirectly. Julie now therefore wants to use her experience in a range of roles including working as a non-executive, and in consultancy both locally and nationally to continue to support improved health and care services that benefit patients and citizens.
