Scott is an experienced former chief executive with over 30 years in local government and more than seven years leading at the highest level. Since 2024, he has run his own consultancy, advising public, private and voluntary sector organisations on transformation, devolution, leadership, and reform. Scott also works as a specialist advisor to PwC on local government reform and transformation.
He is recognised for his energetic, collaborative leadership style and his success in driving regeneration, building partnerships, and delivering lasting change. Scott has led major initiatives including the regeneration of Basildon, the creation of Sempra Homes, and the South Essex Advanced Technical Skills programme.
Passionate about inclusion and community impact, he continues to support organisations preparing for the future of devolution and local government reorganisation across England.
