Jane Carrier




Jane became an Associate of GGI in June 2021. She brings considerable experience of leading edge improvement, research and facilitation of change in public sector organisations and partnerships. She works as an independent consultant across the NHS, local government, the third sector and other partners.

Throughout her working life Jane has excelled at brokering new partnerships and testing out new ways of system thinking and working to achieve change for people.

A former Board member of the National Development Team for Inclusion (NDTi), Jane works as an Associate for the organisation, where she has led or contributed to several large scale evaluation projects. She also led the organisation’s work on commissioner development on behalf of Skills for Care, including delivering Commissioning Now, a development programme for commissioners from across the system.

Jane’s last substantive role was at the Audit Commission, where she worked for eight years in total as national policy lead on older people and an ageing society. The messages from her reports on the need for an integrated public service response to population ageing were reflected in the Commission’s inspection regime, and later in national policy.

Jane's experience includes two years as a Senior Consultant at the Office for Public Management (OPM), and a period as Head of Community Care and Partnership at NHS London Region. Jane spent more than a decade in Public Health in senior strategic and academic roles in HIV, sexual health and substance misuse. She was a Trustee of the National AIDS Trust and started her working life supporting homeless young people.
