Published in April 2011, this White Paper charts a moment in time during the emergence of the new Government policy for the NHS. It focusses on how governance needs to be taken on board by the new commissioning organisations. In light of the 'Pause' and subsequent policy announcements this paper will be updated and re-issued in July 2011. The paper identifies
many of the barriers to introducing governance to the new commissioning organisations and steps that need to be taken locally to persuade clinicians on boards of commissioning organisations that governance is useful, indeed
essential, to their new roles.
